Sovereignty claims that stop at data residency leave the hardest question unanswered: who decides where inference runs, and who can still operate the system when a commercial relationship changes.
This section describes the infrastructure layer beneath the platform, and states plainly which parts are running today and which are direction of travel.

Because the two ends of this stack constrain each other. A control plane can promise that inference for a particular class of data will never leave a jurisdiction, but that promise is only as good as the capacity available inside it. Conversely, raw accelerator capacity without a governance layer produces exactly the ungoverned estate that most enterprises are now trying to unwind.
The useful position is in between: govern intelligence at the top, hold enough influence over placement at the bottom to make the governance real, and be explicit about which parts of the bottom you control directly versus contract for.
That is why control does not require owning every physical asset. What it requires is the ability to determine placement, to constrain operator access, and to move if you need to.

Isolated tenancy on dedicated capacity for organisations whose data classification or noisy-neighbour concerns rule out shared infrastructure.
- Customer cloud account
The platform deployed into your own cloud tenancy, so the data never enters infrastructure operated by us and your existing commitments still apply.
- On-premises
Your datacenter, your hardware, your operators. Used where residency, latency or regulatory constraints require it.
- Disconnected
Fully air-gapped operation with no outbound dependency, for classified environments and strict OT segmentation.
- EdgeIn development
Local inference and decision support close to the process, with controlled synchronisation back to the core.

These are the questions worth putting in a contract. They matter more than where a building is.
- Placement
Your ability to determine the region and the class of infrastructure a workload runs on.
- Operator access
Who can administer the system, under what approval, and whether that access is logged and reviewable by you.
- Key custody
Who holds the encryption keys, and whether you can hold them yourself.
- Egress constraints
Enforceable limits on what may leave the boundary, including into model provider logs.
- Portability
Whether ontology, policy, evidence and agent definitions can be exported in a usable form.
- Exit
What happens on termination: how long you have, what you get, and whether the system keeps running while you move.

- Do you own datacenters?
- Today NeuroCluster operates platform infrastructure in Europe and deploys into customer infrastructure. Purpose-built AI datacenter capacity is a strategic direction described on its own page and labelled as such. We do not present planned capacity as an operating asset.
- Can we run this entirely on our own hardware?
- Yes, including fully disconnected. That posture carries operational responsibilities — you operate it — which are worth scoping honestly before committing to it.
- Does sovereignty require on-premises deployment?
- No, and treating it as a synonym is where most sovereignty programmes go wrong. On-premises addresses residency and some operational concerns while creating others. Sovereignty is a set of control questions across six dimensions, and different postures answer them differently.
