Point of view
The execution gap no model can close.
Models have become remarkably capable. Yet most organisations still struggle to turn that capability into decisions that are taken, actions that are carried out and results that hold up to scrutiny. The gap is not in the model. It is in everything around it.
Capability is abundant. Execution is scarce.
Every enterprise now has access to the same models. What differs is whether a model can see the organisation as it really is, whether it is allowed to act, and whether anyone can later show why a decision was right. Those three things are not model features. They are the operating conditions a model needs, and they have to be built.

Three gaps between a capable model and a decision that gets made
01 — Context
The model doesn't know your organisation
Assets, people, contracts, events and rules live in separate systems under different names. A model answering from one of them answers from a fraction of the picture, and cannot tell that the substation in the work order and the asset in the register are the same thing.
02 — Mandate
Nobody has said what it may do
An answer is not an action. Turning a recommendation into a work order, a payment or a customer message requires a defined mandate: who may approve, under which conditions, with which limits. Without it, every useful output stops at a person retyping it somewhere else.
03 — Evidence
The decision can't be defended later
Regulators, auditors and your own board ask the same question: why was this decided, on what basis, by whom? If the answer is a chat transcript, the decision is not defensible. Evidence has to be kept as a by-product of doing the work, not reconstructed afterwards.
What closes it
An operating layer around the model, not a bigger model.
NeuroCluster gives models the three conditions they lack: a connected picture of the organisation, a governed mandate to recommend and act, and evidence collected as the work happens. The model stays replaceable. The layer becomes the asset.
01
Connect the picture
One model of assets, people, events, rules and documents, resolved across the systems you already run, with lineage back to every source.
02
Reason on it
Insights and recommendations drawn from the whole picture, in the language of the business, with the evidence attached.
03
Act with a mandate
Agents read, recommend and act only within the mandate you configure: approvers, conditions, limits and escalation.
04
Keep the evidence
Every decision leaves a record of who saw what, who approved and what changed, ready for audit without extra work.
